To Open the Available fields choose View, then Available Fields from the WorkCenter Menu.

The Available Fields opens the Field Listing window that you would use to customize the Loan Fields Tab and is separated into Groups.

When you are programming Library documents you would open the Field Listing window from with inside the document itself, See Programming Documents.
